सेन्ट्रल ट्रेड यूनियनों द्वारा पांच दिवसीय जुझारू हड़ताल को एकाएक बेनतीजा ख़त्म किये जाने के विरुद्ध आइ.एफ.टी.यू. (सर्वहारा) और खान मज़दूर कर्मचारी यूनियन द्वारा जारी परचा 

     जुझारू रूप ले रहे पांच दिवसीय कोल इंडिया हड़ताल को दो दिनों में ही बेनतीजा ख़त्म क्यों किया, जवाब दो!

मजदूर भाइयो ! आई.एफ.टी.यू. की रैली व सभा में जुटें और राष्ट्रव्यापी मजदूर  आन्दोलन के नए क्रांतिकारी प्लेटफॉर्म के निर्माण में पूरी ताकत से आगे आएं

मजदूर भाइयों, 

वही हुआ जिसका अंदेशा हमें ही नहीं मजदूरों को भी था. हमने पहले वाले पर्चे में स्‍पष्‍ट संकेत भी दिया था और  फिर से यह साबित भी हुआ कि सेंट्रल यूनियनें अब संघर्ष की रस्मअदायगी निभाने की नीयत और क्षमता दोनों खो चुकी हैं. इन्होंने हड़ताल तब बेनतीजा वापस ले ली जब पूरे कोल इंडिया में यह पहली बार सफलतापूर्वक (80%) जारी थी और मजदूर लाठी खाकर भी इसे और तेज करने के लिए तैयार थे. राजमहल में हुई लाठीचार्ज के बाद की स्थिति यही बता रही थी. लेकिन सेंट्रल यूनियनें? ऐसा लगा कि सोये शेर (मजदूर वर्ग) के जगने से सरकार से ज्‍यादा ये ही बुरी तरह घबड़ा गईं! इनकी ऐसी करतूतों से ही मजदूर संघर्ष और हड़ताल से विमुख होते गए हैं. इनकी ऐसी कारगुजारियों का एक लम्बा इतिहास है जिससे यह लगभग तय था कि ये भाग खड़े होंगे और सरकार से हाथ मिला लेंगे. हमने ये बातें 3 जनवरी को आसनसोल में हुई इनकी सयुंक्‍त बैठक में भी कही थी और इसीलिए हड़ताल में साथ रहते हुए भी इनके साथ संयुक्‍त रूप से हस्‍ताक्षर नहीं ‍किया था.

     भाइयों, इस तरह की हड़ताल की खानापूर्ति से मजदूर लड़ाई लड़ने के पहले ही पराजित हो जाते हैं और सरकार को और भी बड़े हमले करने का प्रोत्साहन मिलता है. और ठीक यही हुआ है. मिटींग से निकलते हुए कोयला मंत्री ने अकड़ते हुए साफ-साफ कहा कि कोल इंडिया को लेकर सरकार की नीतियों और मुख्यत: कोल ऑर्डिनेंस को लागू करने की सरकारी नीति में कोई परिवर्तन नहीं हुआ है. यह हड़ताल मूलत: कोल इंडिया के निजीकरण की चल रही प्रक्रिया को थामने हेतु बुलाई गई थी, लेकिन, उल्टा यह हुआ कि ये यूनियनें वार्ता से एक बढ़ा हुआ और एक मिलियन मीट्रिक टन अतिरिक्त उत्‍पादन का लक्ष्‍य लेकर लौटीं, जैसा कि दूसरे दिन सभी अंग्रेजी अखबारों में कोयला मंत्री का बयान छपा है! 2019-20 तक कुल 100 करोड़ टन कोयला उत्पादन का लक्ष्य दिया गया है!! स्पष्ट है मजदूरों के ऊपर वर्कलोड और बढेगा! ''चौबे गए छब्‍बे बनने, दुब्‍बे बन के लौटे" इसी को कहते हैं. हां, एक कमिटी का आश्‍वासन जरूर मिला जो यह देखेगी कि (कोल ऑर्डिनेंस लागू होने से) मजदूरों को कोई हानि न हो. यह तो अत्यंत ही बेहूदी बात है. कोई हमारा घर छीन ले और फिर यह कहे कि आपको दिक्कत न हो इसके लिए यह कमिटी लीजिए और शिकायत करिए! हम यह देख सकते हैं कि हड़ताल के नाम पर मजदूरों के साथ यह कैसा भद्दा मजाक किया गया है. हमने हड़ताल के दो दिन पूर्व जारी अपने पर्चे में इसके बारे में आगाह किया था – ''हम अगर इनके द्वारा जारी मांगपत्र को लें तो यह जानकर आश्चर्य होगा कि वे कोल ऑर्डिनेंस, जो कोल इंडिया के निजीकरण का दस्तावेज है, को निरस्त करने की मांग ही नहीं कर रहे हैं. ऐसा लगता है मानों इन्होंने कोल इंडिया के निजीकरण को सिद्धांतत: स्वीकार कर लिया है और फिर इसकी एवज में बस कुछ राहत की मांग कर रहे हैं. इसी तरह इन्होंने मोदी सरकार द्वारा श्रम कानूनों, कारखाना कानूनों और अप्रेंटिस कानूनों में किए जा रहे घोर मजदूर विरोधी सुधारों पर भी चुप्पी साध ली है. मांग पत्र से लेकर हड़ताल के इनके तौर-तरीकों से अर्थात सभी मायनों में यह स्पष्ट है कि इन्होंने हड़ताल की घोषणा अवश्य कर दी है और हो सकता है कि वे किसी तरह हड़ताल में उतर भी जाएं, लेकिन इनकी मंशा मोदी सरकार के मजदूर विरोधी कदमों को रोकने की कतई नहीं है.'' आज इस पर्चे की एक-एक बात सच साबित हुई है. अब ये यूनियनें यह प्रचार करेंगी कि सरकार ने निजीकरण न करने का आश्वासन दिया है, लेकिन मजदूरों को इस भ्रम में नहीं पड़ना चाहिए. जब तक कोल ऑर्डिनेंस है, तब तक यह खतरा भी है. कोल ऑर्डिनेंस में यह लिखा है ''कोई कंपनी या संयुक्त उद्यम (जिसे परमिट प्राप्त है) अपनी मर्जी से चाहे अपनी खपत के लिए, चाहे बिक्री के लिए या फिर किसी अन्य उद्देश्य के लिए यानि किसी भी रूप में, परमिट के अनुसार, कोयला खनन कर सकता है.'' इसका सीधा अर्थ यही है कि कोल ऑर्डिनेंस लागू होगा, तो निजीकरण भी होकर रहेगा.   

     स्पष्ट है मोदी सरकार निजीकरण करेगी और ये यूनियनें अब चेहरा बचाने के लिए मजदूरों को भरमाएंगी कि सरकार ने निजीकरण नहीं करने का वचन दिया है आदि. दरअसल सरकार निजीकरण करने के पहले कोल ऑर्डिनेंस को लागू करके निजीकरण का आधार पुख्ता करना चाहती है जिसकी अनुमति ये यूनियनें 7 जनवरी की वार्ता में सरकार को दे आई हैं.

     मजदूर भाइयों, अब यह सवाल है कि मजदूर क्या करें? क्या मजदूर इन सेंट्रल यूनियनों के भरोसे बैठे रहें या फिर इन्हें पीछे छोड़ते हुए लड़ाई की कमान अपने हाथ में लेने की कोशिश करें? आई.एफ.टी.यू. (सर्वहारा) का स्पष्ट मानना है कि आम तौर पर समग्र मजदूर आंदोलन और खासकर कोयला मजदूर आंदोलन के वर्तमान हस्र को देखते हुए अब इसमें देर नहीं करना चाहिए कि राष्ट्रव्यापी कोयला मजदूर आंदोलन के एक नए क्रांतिकारी प्लेटफॉर्म के निर्माण के लिए हम खुलकर आगे आएं. हमें इस उहापोह से भी निकल जाना चाहिए कि एकमात्र सेंट्रल यूनियनें ही राष्ट्रव्यापी आंदोलन चला सकती हैं. हमें अब सेंट्रल ट्रेड यूनियनों की चिंता छोड़ देनी चाहिए. आखिर मजदूर कब तक इनके भरोसे लूटते रहेंगे. हम यह नहीं भूलें कि हम अगर नहीं लड़े और कमर नहीं कसे तो सरकार हमें पूंजीपति वर्ग का पालतू जानवर बना देने में कोताही नहीं करेगी. इसीलिए साथियों, आइए, इस विकट परिस्थिति में हम संघर्ष के नये प्लेटफॉर्म को पूरे कोल इंडिया में बनाने में लगें. लड़ाई अभी खत्म नहीं हुई है. जंग नए सिरे से और नए रूप में जारी है. आइए, यूनियन का दायरा तोड़ते हुए एक वर्ग के बतौर एकजुट हो एक नये राष्‍ट्रव्‍यापी जंगी प्‍लेटफॉर्म की तैयारी में लगें.

Khan Mazdoor Karmachari Union (affiliated to Indian Federation of Trade Unions – Sarwahara) expresses its following concerns and comments on the Coal India workers’ strike that unfortunately has already been called off abruptly in the middle on flimsy grounds and without any tangible gain except for few hollow, useless and old assurances given by the Coal Minister Piyush Goel      

·         First of all, we strongly condemn the barbaric lathicharge (baton charge) against the striking coal workers in the Rajmahal area of Eastern Coalfields Limited (ECL). As is well known, in this barbaric incident three workers have been injured and they are still hospitalised.

·      

         Khan Mazdoor Karmchari Union as also the coal workers at large are aghast at the way the Central Trade Unions’ have called off the successfully ongoing Coal India workers’ strike in the late evening on 7^th Jan 2014 itself Just on few flimsy, completely unsubstantiated and hollow assurances delivered by Coal Minister in his meeting with five TUs leaders. The minister as well as the leaders of the five TUs is keeping mum on issues pertaining to scraping of Coal Ordinance, stopping of Privatization move of CIL and altogether an end to the system/policy of contractualization of work force in CIL. The Coal Minister reportedly gave an assurance that there was no move on the part of the central govt. to privatize CIL, while the Coal Ordinance unambiguously speaks that ‘a company or a joint venture…may carry on coal mining operations in India in any form either for own consumption, sale or for other purposes in accordance with the permit…’ (quoted from the ordinance) which amply shows the real intention of the govt. Notwithstanding what the Coal Minister assured the TUs leaders, anyone can clearly see privatization creeping in here in the guise of Coal Ordinance. Only those who don’t want to see can overlook this.

·         Apart from this, the way the central TUs ignored the issue of labor laws reform in this strike was also appalling and brought to light their doubtful behavior as well as their collusion with the govt. from the very beginning.

·         This has shown that the mainstream Central Trade Unions (BMS, HMS, INTUC, AITUC and CITU etc.) have already accepted in principle the Coal India Privatization Move of the central Govt. and begging for, in lieu of this, just some safety mechanism in that to befool and hoodwink the belligerent workers and save their faces.          

·         Not to mention, these were the main issues on which their call of Coal India workers strike gained unprecedented support of the workers even though Central TUs practically did nothing on the ground to make it a successful great event.

·         The reason (one of many other reasons, of course) of this is now obvious, as usual. They all (the central TUs-the lackeys of capital) fear an awaken lion (working class) and didn’t ever wish to agitate it and wake up. However, the lion woke up this time. Its natural class instinct forced it to wake up and grab this opportunity to give a strong rebuttal against Modi’s government pro-capital move. We see that a kind of militancy was growing from the second day in the face of state machinery gearing up for using force to tame the strikers as shown amply by the incident of Rajmahal area as also in other areas of CIL. The Lion not only woke up, it was becoming ferocious, too. This caught the central TUs unaware, got their hands and feet swollen out of fear and finally wrote the future course of sheer and openly capitulationalistic actions of the central TUs. They not only ran away from the battle field, but also sided with the enemies of the workers.

·         KMKU firmly expresses it deep concern over such developments as, on the one hand, the coal ordinance is definitely a big threat in the direction of Privatization of CIL and, on the other hand, the mainstream central trade Unions are rendering their services not to workers but to the central Govt. 

·         In Such heavily disturbing circumstances, IFTU and KMKU feels duty bound, on the one hand, to expose the anti-working class character of these Central Trade unions and, on the other hand, place an alternative way i.e. program and platform in front of the Coal India workers to galvanize their anger and actions so that a direct and head on struggle against privatization of CIL and other pro-capitalist moves be launched as soon as possible in the coming days or months.

·         We are already out in the open questioning the abrupt withdrawal of the strike and exposing the character of the central TUs. We are also directly calling upon the workers to strengthen IFTU and KMKU as the new alternative fighting center and platform of Coal workers.

·         We held on 8^th Jan, just the other day of calling off the strike, a “Bhandafor Rally” (exposer rally and compaign) in Kenda Area of ECL, a motorcycle “Bhandafor Rally” in Pandeshwar Area on the same day and yet again a “Bhandafor Rally” in Jhanjra Area on 9^th Jan. This will continue in the whole of ECL. We are summoning all our forces at our disposal to quickly go to workers to stop them from falling into depression due to capitulation of central TUs. We have also decided to hold three huge mass meetings in three different areas of ECL. Pamphlets and literature are being prepared to be circulated in huge amount in the whole of ECL. We are also trying to establish connections and contacts with the belligerent workers of other ECL subsidiaries, too.  

·         We also earnestly and urgently call upon all the other small or big but truly fighting centers and organizations operating in Coal India to immediately get united in joint actions or otherwise with KMKU under the heroic banner of IFTU (sarwahara) so that a strong and powerful coal workers movement be launched in near future, not only to stop privatization per se, but, to coordinate and unite with the workers of all categories and industries so that an all India proletarian offensive against big capitalists and their lackeys, who are hell bent to decimate the workers, be launched and won.

·         We sincerely hope that the day is bound to come when the workers of this country along with their fighting allies i.e. the rural proletariat and the small and poor peasantry will win the final battle of freedom, liberty, democracy and socialism in this country.

The state brutality on the belligerent Coal workers shows the real intention of the Government

IFTU and KMKU strongly Condemns and opposes the barbaric lathicharge by CISF personnel on the striking workers of Rajmahal (ECL) at the behest of Management in which at least three workers are seriously injured and have been hospitalised

As it is well known, the Coal India workers are on five days strike from yesterday 6^th January 2015. Today was the second day of the strike. Although there is no doubt that the central trade unions that are behind it are in consonance with the basic direction of liberalisation, privatisation and globalisation on which the Modi Government. is moving with full speed and they are hand in glove with it (the Modi Govt.) so far as the implementation of the basic direction is concerned, yet the workers struggle or strike, even if led by pro-capitalist and pro-Government unions which continue even for a short period, generates a lot of heat, hatred and panic among the bourgeoisie and its lackeys. Today’s incident at Rajmahal colliery where striking workers have been brutally lathicharged and many of them are injured is just the outcome of this situation. It is true that the workers struggle in any form or led by any force be it revolutionary or reactionary generates a lot of anxiety among the capitalists. Even a strike led mainly by BMS, a RSS/ BJP affiliated trade union, is bound to become intolerable for them, if it anyhow embraces within it even a part of workers' sentiment, sympathy and initiative. The very unfolding of workers' initiatives on truly working class issues is dangerous! After all workers are workers and their demands are after all the demands of a class which is the gravedigger of capitalism!! How can the capitalists and its state machinery tolerate them even if led by their darlings and hirelings!!! This is the basic difference even between the partial struggles of the proletariat and those of other propertied classes. The brutal lathicharge on striking workers of Rajmahal todays has amply proved it once again.

Let us all, one and all, come forward to condemn, oppose and resist the above ghastly incident and come to resist all the way on the road any possibilities of further brutalities to be let loose    

We know that the Modi Government is different from UPA II Government. in the sense that apart from being an out and out a reactionary government with sweet words as promises for the people while delivering the real benefits to the capitalists. It has proved the old English saying “A honey tongue, a heart of gall” true for the working class.

One of the leaders of BMS was yesterday talking to a TV reporter that BMS and other TUs were not consulted before bringing into force the Coal Ordinance. How strange! Has this strike been called just because Modi didn't talk to and take into confidence BMS and other TUs? How could the dreaded Coal Ordinance have been different if Modi had managed some time to talk to the representative of trade unions? Is this the reason that the Strikers' leaders didn't include in the charter of demands a straight forward demand to "scrape the Coal Ordinance"? Not only that, no word has been said about labor laws reforms! 

In ECL, no ground preparation whatsoever was taken up to make the call of five days strike a success. Same would have been the situation elsewhere too. However workers in most areas took the call seriously in WCL, BCCL, ACCL etc simply because they understand the danger and the impact that this dreaded coal ordinance would have on their life and livelihood. It is equally true that the workers can't  win their struggle and get the whole process of LPG rolled back unless and until they come out of the influence of these pro-capital and revisionist-opportunist and white collar central TUs and launch a decisive struggle leading to an all-out effort to get the Government and capitalist class kneel down before them. And such a struggle, which is of course the need of the hour, is out of question until and unless such Unions are ousted from the wkg class sphere/areas or at least cornered to a larged extent. This must not be forgotten and lost sight of. 

Workers and Comrades! For a decisive struggle, unite as a class around an anti-capitalist organization!

ठिकाने लगा सकती है पूंजीवादी सरकारों और प्रबंधन के दिमाग

साथियों,

केंद्र की मोदी सरकार बड़े पूंजीपतियों से हाथ मिलाते हुए कोयला मजदूरों के ऊपर एक और बड़े हमले की तैयारी कर रही है. अब बात कोल ऑर्डिनेंस अर्थात कोल इंडिया के निजीकरण तक पहुंच गई है. कोल इंडिया के 10 प्रतिशत शेयर बेचे जा चुके हैं] कोयला खदानों की कमर्शियल माइनिंग की इजाजत दे दी गई है. ठेकेदार मजदूरों को भारी संख्‍या में बहाल करके सरकार परमानेंट मजदूरों के हाथ पैर पहले बांध्‍ दिए हैं. स्थिति यह है कि पूरे कोल इंडिया में अब कुल कॉन्‍ट्रैक्‍ट मजदूरों की संख्‍या जल्‍द ही कुल परमानेंट मजदूरों की संख्‍या से अधिक हो जाएगी. केंद्रीय सरकार के श्रम मंत्रालय द्वारा 21.06.1988 को निर्गत उस नोटिफिकेशन का व्‍यवहारत निरस्‍त कर दिया गया है जिसके अनुसार खतरनाक, प्रतिब‍ंधित और स्‍थाई प्रकृति वाले कार्यों में कांटैक्‍ट मजदूरों की बहाली पर रोक के प्रावधान हैं. भूमिगत खदानों से लेकर अत्‍याधुनिक मशीनों से होने वाले कार्यों तक में कांट्रैक्‍ट मजदूरो को लगाया जा रहा है और उनका जमकर शोषण किया जा रहा है. इसके अतिरिक्‍त श्रम कानून एक्‍ट 1988, कारखाना एक्‍ट 1948 और अप्रें‍टिस एक्‍ट 1961 में ऐसे परिवर्तन किए जा रहे है जिनके पास होने का मतलब संक्षेप यह है कि मजदूर वर्ग को केंद्रीय सरकार जानवरों की तरह हांकने की तैयारी कर रही है. सारे अधिकार पूंजीपतियो को दिए जा रहे है. मजदूर वर्ग को बस गुलाम की तरह काम में लगे रहने के लिए कहा जा रहा है. मोदी सरकार के आने से जो ‘आशा’ बंधी थी, वह अब घोर निराशा में बदल चुकी है. बैंक, बीमा, रेलवे सहित सभी उद्योगों के मजदूर और कामगार निजीकरण, विनिवेशीकरण, ठेकेदारीकरण और एफडीआई आदि की नीतियो के खिलाफ गुस्‍से से भरे है और बुरी तरह आक्रोशित हैं. किसान वर्ग और युवा वर्ग तथा आम जन भी पूंजीपति वर्ग के हमलो से परेशान है. जमीन अधिग्रहण कानून में संशोधन करके किसानों की जमीन को जबर्दस्‍ती कब्‍जाने की नीति पर मोदी सरकार तेजी से काम कर रही है. महंगाई, बेरोजगारी, भुखमरी तथा कुपाषण की स्थिति और बदतर हुई है. इसलिए संघर्ष और लड़ाई का होना लाजिमी और आवश्‍यक दोनों है. मजदूर वर्ग को ही, खासकर औद्योगिक मजदूरों को इस लड़ाई का नेतृत्‍व करना होगा.

लेकिन दूसरी तरफ हम यह भी देख रहे हैं कि हमारी तथाकथित सेट्रल ट्रेड यूनियनें संघर्ष के बदले संघर्ष की खानापूर्ति करने में लगी है. क्‍या कोई यह दावा कर सकता है कि 6-10 जनवरी की प्रस्‍तावित पांच दिवसीय कोल इंडिया हड़ताल को सफल बनाने के लिए कोई जमीनी तैयारी की गई थी? ऐसा लगता है कि बस घोषणा कर देना ही इनका काम है और मजदूरों के बीच प्रचार करना, पर्चा-पोस्‍टर जारी करना, मजदूरों के बीच सघन और व्‍यवस्‍थित रूप से आह्रवान करना ताकि मजदूरों को संघर्ष के आहवान पर भरोसा हो सके आदि यह सब इनका काम नहीं है. वस्‍तुत इस तरह की हड़ताल का मतलब एक ऐसी कार्रवाई है जिससे सरकार को संभवत यह अहसास कराया जाता है कि मजदूर संघर्ष के लिए तैयार नहीं है और सरकार को बिना किसी से डरे अपना काम करते जाना चाहिए. घोषणावीर केंद्रीय यूनियने कहती हैं कि मजदूर लड़ने के लिए तैयार नहीं है, लेकिन उल्‍टे क्‍या इनके अपने कृत्‍यों से ही यह प्रकट नहीं हो जा रहा है कि स्‍वयं ये यूनियने ही लड़ाई का नेतृत्‍व करने लायक नहीं रह गई हैं? क्‍या इसी तरह की नपुंसक, दंतविहीन और ठूंठ घोषणा के बल पर ही मजदूर पूंजीपति वर्ग द्वारा किए जा रहे ताबड़तोड़ हमलों का मुंहतोड़ जवाब देगा? क्‍या ये केंद्रीय यूनियने बस अखबारी यूनियनें बन कर नहीं रह गई हैं? हम अगर इनके द्वारा जारी मांगपत्र को लें तो मजदूरों को यह जानकर आश्‍चर्य होगा कि ये यूनियने कोल ऑर्डिनेंस, जो वास्‍तव में कोल इंडिया के निजीकरण का दस्‍तावेज है, को खारिज करने या वापिस लेने की मांग तक नहीं कर रही हैं. ऐसा लगता है मानों इन्‍होंने निजीकरण को मान लिया है और फिर कुछ राहत भर की मांग कर रहे हैं. इसी तरह इन्‍होंने मोदी सरकार द्वारा श्रम कानूनों, कारखाना कानूनों और अप्रेंटिस कानूनों में किए जा रहे घोर मजदूर विरोधी सुधारों पर भी चुप्‍पी साध ली है. मांगपत्र से लेकर हड़ताल करने के इनके तरीके अर्थात सभी मायनों में यह स्‍पष्‍ट है कि इन्‍होंने हड़ताल की घोषणा जरूर कर दी है और हो सकता है कि ये किसी तरह हड़ताल में भी चले जाएं, लेकिन इनकी मंशा मोदी सरकार के मजदूर विरोधी कदमों को वास्‍तव में रोकने की कतई नहीं है.

            मजदूर भाइयों, केंद्रीय यूनियने लड़ना चाहती हैं या नहीं यह तस्‍वीर का मात्र एक पहलू है. पूरी तस्‍वीर यह है कि मजदूर वर्ग को हर हाल में एकजुट होकर संघर्ष में उतरना ही होगा, नहीं तो सरकार मजदूरों को पूंजीपति वर्ग का पालतू जानवर बना देने में कोई कोताही नहीं करेगी. हालत यह है कि हम अब और इंतजार या देर नही कर सकते. हमें जल्‍द ही लड़ाई के केंद्र को मजबूत बनाना और फैलाना होगा और सीधी कार्रवाइयों में उतरना होगा. इस बात की चिंता नहीं करनी चाहिए कि हम छोटे हैं या वे बड़े हैं. असली ताकत मजदूर वर्ग की एकता में है और यह ताकत तभी उभरेगी जब हम संघर्ष के मैदान में कूदेंगे. असल बात है वक्‍त का नब्‍ज पकड़ना और फिर उसके अनुरूप तैयारी में लगना. मजदूर वर्ग की ताकत एकमात्र वर्ग संघर्ष में ही खुल कर प्रकट होती है.

            इसीलिए आईएफटीयू और खान मजदूर कर्मचारी यूनियन अपने कार्यकर्ताओं और समर्थकों सहित सभी लड़ाकू मजदूरों से यह आहवान करता है कि बिना कोई वक्‍त गवांए तथा केंद्रीय यूनियनों के नेतृत्‍व की जमीर और उनकी अंतरात्‍मा के जगने का और इंतजार किए बिना पूंजीपति वर्ग के हमलों का मुंहतोड़ जवाब देने हेतु हर स्‍तर पर सीधी कार्रवाइयों मे एकजुट हो उतरें और अंतिम जीत हासिल करने के मजदूरवर्गीय दमखम के परिचय दें. केंद्रीय ट्रेड यूनियनों के तौर तरीकों से यह स्‍पष्‍ट है कि इस पांच दिवसीय दंतविहीन हड़ताल का केंद्रीय सरकार पर रत्‍ती भर भी प्रभाव नहीं पड़ेगा, उल्‍टे वह और बड़े हमले के लिए प्रोत्‍साहित होगी. इसीलिए हमें जल्‍द ही समय को मुटिठयों में पकड़कर इस लड़ाई को अंजाम तक ले जाने की तैयारी में लग जाना चाहिए. हमें पूरा विश्‍वास है कि एकमात्र इसी तरीके से मजदूर वर्ग केंद्रीय सरकार के बुरे मंसूबों और साथ ही साथ केंद्रीय यूनियनों के नक्‍कारेपन और नाकाबिलियत का मुंहतोड़ जवाब देते हुए अपनी ऐतिहासिक जीत की मंजिल पर पहुंच सकता है.

3. DEMAND INSTITUTION OF A HIGH LEVEL INQUIRY IN THE SAD INCIDENT OF               FIRE BREAK-OUT IN MIC (JHANJRA)

4. ENSURE UNINTERRUPTED POWER SUPPLY (OF ADEQUATE VOLTAGE) IN                         WORKERS' COLONIES

5. GET BUILT NEW FRESH QUARTERS SO THAT WORKERS CAN USE LPG CYLINDER

A not very large but very-very strong procession (more than half km long and fully compact procession) of hundreds of male and female workers amidst the most ever busy schedule of Deepawali (it was Dhanteras on 21st Oct) took all by surprise. The local workers and employees were also positively surprised and happy that at least IFTU  came forward to take the cudgel against this highly anti-worker and anti-employee clique at the top of the ECL management. Although the local people of Sanctoria were busy cleaning their homes and preparing for Dhanteras buying, they came out of their houses and themselves came foreward to take hand bill/ leaflets and extended support. The comparitively narrow road was jammed.

Workers' procession, when it reached ECL headquarter, had already entered the first entry gate before the ECL administration and local state administration could do anything. Hence, the gate was virtually under the control of the workers. The ECL management hurried to close the last gate and we allowed it as we ourselves had decided not to enter the internal premises of ECL. So we decided to keep the main gate captured. Hard slogan shouting was going on always, in the meantime. ECL and local state administration were both requesting and arguing with us not to get provoked by the ECL top management's attitude i.e if the CMD doesn't meet us, as the CMD and DP both were reportedly not present at the headquarter at that time. We, too, were late by more than an hour. On this pretext, as also on the pretext that no formal notice of your our program reached the Personnel department, they kept us requesting us not to mount tension if CMD and DP aren't available. The administration itself took the responsibility of assuaging the workers and arranging the meeting of our delegates with the other top officer of ECL management.

Lastly, a meeting was arranged with a senior officer of ECL on behalf of CMD and DP with the assurance that the top most ECL management will take proper action on our "charter of demands" which was duly accepted and received with signature. In the meantime, they were constantly requesting us not to disturb and obstruct the main gate as the general employees will have to leave and rush for home quickly for puja kharidari etc.and also for other puja preparations. After the meeting with the senior officer ended and seeing that there is no use keeping the gate disturbed and also keeping in mind the difficulties being faced by the general employees, we cleared a part of the gate and road through which the general employees got out of the campus.

A long Speech of one of the main leaders com. Ajay (member of the central committee of KMKU) took place after that, explaining what happened in the talk and calling upon the workers and employees, including the ECL headquarter employees, to unite and resist the onslaught being launched on the workers and employees of the ECL in particular and those of the whole country in general in the form of new labor reforms and other dictatorial steps of the management at different level. He explained in detail why the workers and employees must resist biometric attendance system, what is the main motive of the Govt. and management behind all these and how it is being resisted and rejected in Europe and America. He also explained in short how it invades the privacy of an individual and how it is grievously dangerous as biometric data can be stolen and misused by any miscreants and even by the management.

He also explained why we all must unite and come forward to resist the New labor reforms which will take heavy toll on workers freedom and right to form unions and other facilities that they have been enjoying till now. The new labor reforms are purely meant to help the capitalist class in general and the big corporate houses in particular. He also dealt in short how the central government acted in favor of private capitalists and corporates in handing over a sizable part of 214 coal blocks (earlier whose arbitrary auction to the capitalists was made null and void by the supreme court) through e-auction and by giving permission for commercial mining of a part of these coal blocks. He also said that time is not far off when the Coal India will itself be privatized and given to private corporate houses of India and abroad. But before finally doing this, the central govt. is trying to trample every right of workers to protest and organize under its feet.

He also demanded a high level inquiry in the sudden fire break-out in MIC, Jhanjra. He said it simply smacks of top level conspiracy as the fire broke out in four month itself where as incubation period before R-VI coal of jhanjra MIC can catch fire due to spontaneous heating only after 9 months. He demanded to bring the culprits to book and duly punished as such for the heavy toll on public exchequer by way of destroying a huge public property that Jhanjra MIC is.

He also castigated the management for heavy and rampant power cut being unleashed in workers colony, though workers pay for it from their basic pay. He demanded that 24 hour uninterrupted supply of 220 volt be supplied regularly. He also explained how the ECL management acts foolishly and with cruel apathy towards workers when it orders to stop free coal for fuel to them in the name of LPG being provided whereas the quarters are in such a mesh that LPG can not be used at all.

In the last, he called upon the workers to unleash insurmountable struggles at the very place where they work. He called upon the workers to immediately unite under one banner and resist the dictatorial attitude of the management as once the workers lose their right to free expression and protest, they will lose everything. AZADI is most precious for workers, more precious than anything else He called upon the workers to also remember this that the management will resort, rather has already resorted to, methods of intimidation such as suspension and charge sheet to suppress the voice of IFTU and KMKU and ever increasing love and sympathy of workers towards IFTU. Workers will have to say it clearly to the management that they aren't afraid of it.

 इस फैक्ट्री में भारी उद्योग में इस्तेमाल किये जाने वाले क्रेन एवं सामग्री का निर्माण होता है, जिसका बाज़ार स्थानीय उद्योगों के अलावा, भारत, वियतनाम इत्यादि कई राष्ट्रों भी हैं | मजदूरों नें अपनी घोषणापत्र “अस्थायी फैक्ट्री मैनेजर के चुनाव पर” जारी किया है. इस घोषणा पत्र में बाकी नियमों के अलावा, मैनेजर के उत्तरदायित्व और चुनाव की प्रक्रिया के बारे में जिक्र किया गया है | सूत्रों के मुताबिक यह घोषणापत्र मजदूरों और ज़ुएव्स्क्य शहर के अधिकारिओं के समन्यवय से तैयार किया गया है|

          घोषणापत्र के कुछ महत्वपूर्ण नियम है

          १ प्लांट के मजदूरों का मैनेजर पर पूरा नियंत्रण होगा

         २ प्लान मजदूरों को किसी भी मैनेजर को हटाने की आज़ादी होगी, किसी भी मैनेजर को हटाने के लिए                उसके खिलाफ २/३ मतों का होना आवश्यक होगा|

         ३. मैनेजर के वेतन औसत मजदूर के वेतन से अधिक नहीं होगा| बोनस मजदूर के सामूहिक मतदान से               तय होगी|

         ४  मैनेजर वार्षिक छुट्टी के हक़दार है| अवकाश की अवधि और मुआवजा मजदूर वोट के द्वारा तय करेंगे

             

             इस तरीके से मजदूरों ने पूंजीपतियों की चाकरी करने वाले तथा मजदूरों का शोषण करने वाले प्रबंधन              को पूरी तरह से खत्म कर दिया है और उत्पादन को खुद के हात में लेने का निर्णय किया है|

             हालाँकि विस्तृत जानकारी के आभाव में अभी बहुत कुछ कहने की स्थिति में नहीं हैं, फिर भी एक                    बात जो पूरी तरह से साबित होती है की पूंजीवादी संकट के दौरान मजदूर द्वारा निजी संपत्ति का                       समूहीकरण एक क्रन्तिकारी कदम है जिसका आने वाले दिनों में सर्वहारा आन्दोलन पर दूरगामी                       प्रभाव पड़ेगा|
